Adding "All Custom Element" option on Pricing Rule

 I think there should be  "All Custom Element" option on Pricing Rule

so it will ignore the design template element.

when now select "All" Element   it will count with template element.

or if there is anyway to ignore the template element. 

as I want to add price when view adding design
