Design categories reorder

As I informed, reordering categories in Designs are not working. They are still in order as it was created. E.g. first will be always first even if you move it to the third place and save. So it would be great if it worked.
This is what I need!
For now you can use them as directories in tree view. But they cannot be freely segregated.
This would be a great feature.
Top Level categories are currently sorted alphabetically. Only sub categories can be sorted manually.
