We have a need to tile a customer uploaded logo across a product.
They can choose to upload a logo to certain locations or tile it in rows across the product.
Can this be accomplished somehow?

You can use upload zones to let customers upload their logos in specific areas.

Pretty sure OP is looking for a tile option button within the designer than can take an image/svg a make it into a pattern with the user needing to manually duplicate the logo creating mutliple layers/images and moving them around.
I think a pattern/tiling button would be a great addition/update
