Can the feature of having the anchor points automatically pop up when an image is uploaded to the designer.
As of right now, the user has to click the uploaded image for the Anchor points to be visible.

Do you mean you want to select automatically the uploaded image? Thats already possible, just enable auto-select in the "Custom Images & Designs" properties.
