I want stay on bottom.

stay on bottom : Opposition to (stay on top).

how to stay on bottom?

Drag the layer to the far left in the builder and lock it. Make sure the edit layers is off first.

It's not what I want.

Down the z-index of the uploaded image, then It goes down below the layer.
