Stay On Top Option for individual upload zones

It would be great if upload zones had the same ability to "stay on top" as do other layer types.

the 'topped' option added as a s6 type in the saved JSON does work at load time, but once uploaded, this option does not hold.

It would be good to see it added to the modifications options checkboxes.
